1. Development Goals The economic development goals of Harbin in Eleventh Five-year Plan are as follows: ■ Economic development will by fast yet persisting. Harbin’s GDP will be over 3.225 million yuan by 2010, an annual increase of over 12%. GDP per capita will be 4,000 dollars. ■ Balancing structure between urban and rural area will be formed. New socialist countryside building and metropolitan area construction will be obviously effective. The urbanization ratio will be raised to 55%. ■ The reform and opening will get continuous progress. The level of open to outside world will be highly improved. Total value of import & export will reach 4.4 billion dollars, and accumulated foreign investment actually used will be 2.4 billion dollars in five years. ■ People’s lives will be continuously improved. Urban per capita disposable income will rise to 15,000 yuan, and rural per capita net income will grow to 3,255 yuan. ■ Five national important bases, Machine Manufacture Base, High & New Technology Base, Green Food Base, Pharmaceutical Base and Science & Technology Base for Russia Oriented Economy & Trade, will be built. Make Harbin the important economy & trade center in Northeast Asia and a city famous for ice & snow in the world. Harbin will be a all-around developed modern civilized city suitable for business starting, suitable for living and suitable for human.   2. Development Layout A constellation pattern has been formed in the economic circle of Harbin municipality featuring with one principal area and six auxiliary areas as well as twelve industrial concentrating zones. One principal area represents the Central Area. The land use layout will be formed for future prospect, taking priority in main urban areas in the southern and northern bank of the Songhua River, new Hulan community and new ecological Tianheng Mountain community with a framework of “X” type of ecological landscape consisting of the Songhua River, the Hulan River and the Ashi River as well. The six auxiliary areas represent future developing trends of Harbin municipality as follows. Crossing Northward means to develop Songbei and Hulan area northward across the Songhua River as main developing trend of the city, taking priority in land use for administration, education, science and research, commerce, trade, residence, and minority in projects in new industry, non-polluted industry and high-tech industry in terms of investment promotion.  Expanding Westward means to develop new Qunli area westward, taking priority in inhabitance, commerce, trade and tourism in terms of investment promotion. Extending Southward means to develop Pingfang area, which is the key one for industrial investment promotion. As it is programmed that a base for machine manufacturing at state level will be established on the basis of the existing Haping Road Concentrating Zone of Harbin Development Zone, extended southward along east side of Beijing to Harbin Expressway and both sides of Harbin to Wuchang Highway. Optimizing Eastward means to realize integration of the eastern industrial area, optimization of industrial structure, growth of land use rate, outgoing of highly polluted enterprises from the area, cleaning and beautification of the Ashi River, taking priority in move of enterprises and recovery of environment in terms of investment promotion. Revitalization of the Central Area means to realize adjustment and optimization of land use layout in the central area, improvement of communications, greening of environment, increase of cultural taste and construction of regional centers of commerce and trade, finance, information, insurance, conference and exhibition, taking priority in reconstruction of old dangerous shacks, move of enterprises and building of facilities for public benefit in terms of investment promotion. Communicating Outward means to intensify communication with outside world, integrating and developing the main urban area, so as to form a metropolis circle around Harbin featuring with good ecological environment, convenient communications and transportation, complementary industries, sound functions as well as favorable environment for investment promotion.   3.
